Record Associates are a Property and Construction Consultancy based in the West Midlands who specialise in the delivery of Primary Care Transformation projects including those under the recently created Primary Care Transformation Fund (formerly the Primary Care Infrastructure Fund) which aims to inject £250 million of capital into GP premises every year for the next three years.

An ongoing scheme in which we are involved is the £500,000 redevelopment of Downsfield Medical Centre in Birmingham, where we were appointed on the recommendation of NHS England , to assist the practice with their application for funding under the renamed Primary Care Transformation Fund for the expansion and redevelopment of their current premises to provide additional services and bring the premises in line with clinical standards.
The application was completed within a very short timescale and incorporated an initial appraisal of the existing accommodation, assessment of different options, identification of a preferred option, preparation of outline costs as well providing details around risks, procurement strategy, programme & phasing so the practice and NHS England had a route map for the successful implementation of the project. Planning permission was granted in November 2015 and the works are being completed in three phases over a six month period.

Julian Record, a former Director at global consultancy Deloitte who is project managing the development said “The project is extremely challenging as this is a new funding stream so there are the inevitable ‘niggles’ within the system which need to be anticipated and then addressed. Furthermore, the works originally had to be completed by the end of March 2016 – this has now been relaxed – and will be undertaken within a live operation environment. From the outset we have therefore developed the plans hand in hand with the phasing strategy so that the works will be completed in a series of phases and decants which will minimise the impact of the development works on day to day operations, reduce construction risk and provide best value for money”.
